Fernando Rubio serves as LRCP Senior Technical Advisor. Mr. Rubio is a psychologist with extensive experience in educational assessment, program evaluation, educational statistics, and training. He is Project Director for the USAID/Guatemala Lifelong Learning Project implemented by J&A. He previously directed a USAID-funded program in Guatemala that built the capacity of researchers to carry out applied research in educational quality, bilingual education, EGR, and community participation. He led efforts in Guatemala to design an in-service teacher training system that emphasized teaching reading and developing curriculum tools and materials for early reading acquisition in monolingual and bilingual settings.
