Objective #1: Evidence and Resources

The LRCP team is conducting a systematic review of research and is collecting early grade reading resources in the Latin America & Caribbean region. The review of evidence and resources gathers, organizes, and assesses research-based early grade reading evidence from the last 25 years that relates to the LAC region. The evidence and resource review will culminate in:

1. An online database that catalogues existing EGR evidence and resources from or on the LAC region for use by policy and decision makers and other stakeholders;

2. Summaries of the evidence and resources organized into different topic areas and targeted to different stakeholders, such as teacher training institutions or NGOs;

3. Evidence gap maps to highlight existing research gaps in EGR in LAC; and

4. Plans to engage stakeholders in the region to utilize the evidence and resource review data to strengthen their EGR practices.

Objective #2: Knowledge Sharing

The LRCP team will package and disseminate the information collected under Objective 1 and from other activities and sources for key stakeholders throughout the region. After collecting and organizing the relevant early grade reading evidence and resources, the team will implement tailored strategies to provide relevant information and resources to a diverse group of stakeholders throughout the region. The project team is conducting a stakeholder analysis to understand needs, preferences, and existing capacities in the area to inform the dissemination and engagement strategies as well as capacity building opportunities in each country and throughout the region.

Objective #3: Capacity Building

LRCP work under this objective focuses on developing technical capacity to implement proven approaches to improve EGR outcomes among key education stakeholders, including Ministries of Education at centralized and decentralized levels, national partners, civil society and community-level organizations active in the education sector, research organizations and universities, and pre-service and in-service teacher training institutions. LRCP capacity-building efforts focus on transforming institutions, organizations, and individuals into critical implementers that continually monitor whether their efforts are consistent with best evidence and evaluate the impact of programs as they implement them.

Objective #4: Sustainability Strategies

The LRCP team will develop and implement strategies to create, support, and strengthen new and existing platforms to improve EGR in priority LAC countries. This includes the development and incorporation of sustainable strategies under the work of the objectives described previously. LRCP activities under each program objective are designed to be self-reinforcing, just as actions at the national, regional, and central levels build on and reinforce work at the other levels, creating a virtuous cycle that bolsters sustainability. Along with the sustainability strategies embedded in work under the LRCP objectives, the team is also exploring the development of overarching strategies for how EGR work in the region can be continued, deepened, and broadened beyond the life of the LRCP.
